SEATTLE — Imagine a neighborhood where teachers, nurses, and firefighters can actually afford to live near where they work. That dream just got a little closer to reality on Seattle’s Capitol Hill.
On Thursday, state and local leaders gathered to break ground on a brand-new apartment building with 67 affordable homes. The project is backed by former Seattle Seahawks defensive end Cliff Avril through his real estate company, C&A Development.
Important Point: This isn’t just any apartment building — these homes are legally required to stay affordable for 99 years!
It took a team effort from both public and private partners:
| Partner | Role | Contribution |
|---|---|---|
| Cliff Avril & C&A Development | Project Lead | Brought the vision and development expertise |
| Amazon Housing Fund | Major Investor | $6.7 million (part of $900M+ regional commitment) |
| Seattle Credit Union | Key Lender | $11.4 million investment |
| Government Leaders | Supporters | Gov. Bob Ferguson attended to show support |
Think of it like a giant piggy bank where everyone chips in:
Important Point: Amazon has promised over $900 million total for affordable housing across the Puget Sound region. That’s enough to help thousands of families!
These homes are designed for working families who earn 40% to 80% of the area’s median income.
Simple Explanation: Imagine lining up every family in Seattle by income. The family exactly in the middle is the "median." These homes are for families earning less than that middle point — but not the very lowest incomes either.
Seattle has a serious affordability crisis. Rents have skyrocketed, pushing workers farther from their jobs.
This project shows what’s possible when government, businesses, and community leaders work together.
Important Point: Cliff Avril said it best: "In Seattle we have an affordability issue. For me to be a part of it, trying to fix this issue is huge. It comes down to having the right team."
Cliff Avril played 10 seasons in the NFL, including a Super Bowl win with the Seahawks (XLVIII). Now he’s tackling a different challenge: housing justice.
Current & former Seahawks representatives attended the groundbreaking — showing this is a team effort on and off the field.

Model for public-private partnerships solving housing crises
Supported by Gov. Ferguson and Seahawks community
A: It means rent is capped at a percentage of your income (usually 30%). So if you earn less, you pay less — but the housing quality stays high.
A: 99 years! That’s nearly a century of guaranteed affordability for generations of families.
A: No — you must meet income requirements (40–80% of area median income) and go through an application process. There’s often a waiting list.
A: As a major employer, Amazon recognizes that their workers need places to live. Their $900M+ commitment helps housing near job centers.
A: It’s when government agencies team up with private companies (like developers, banks, and corporations) to solve big problems together — sharing costs, expertise, and risk.
This groundbreaking represents hope for hundreds of Seattle families — and a playbook for other cities facing housing crises. When former athletes, tech giants, credit unions, and government leaders huddle up, everybody wins.
