NEW DELHI: Central health secretary Apurva Chandra on Wednesday wrote a letter to the chief secretaries and DGPs of all states outlining measures to enhance safety for healthcare workers amid the gruesome rape and murder of a trainee doctor in Kolkata’s RG Kar Hospital.
In response to the rape and murder of a trainee doctor in Kolkata, the Supreme Court has established a 10-member National Task Force to devise safety protocols for healthcare workers. An interim report is due with a final report in two months. The decision is supported by the FAIMA Doctors Association.
The measures suggested by the Centre include prominently displaying state laws and relevant sections of the Indian Penal Code related to protecting healthcare workers, along with punitive details, in hospitals in local languages and English.

  • Constitution of ‘Hospital security committee’ & ‘Violence prevention committee’ involving senior doctors and administrative officers to strategize and implement appropriate security measures.
  • Regulation of access for general public and patient relatives to key areas of the hospital. Strict visitor pass policy for patient attenders/relatives.
  • Provision for safe movement of resident doctors/nurse within different blocks and hostel buildings and other areas of the hospital during night duties.
  • Ensuring proper lighting inside all areas of residential block, hostel blocks & other hospital premises.
  • ‘Routine security patrolling’ in all the hospital premises during night time.
  • Setting up of a 24/7 manned security control room in the hospitals.
  • Establishing close liasioning with nearest police station.
  • Constitution of ‘Internal committee on sexual harassment’ in the hospital.
